Historical Background:
The Israeli Home Front Command (HFC) was established in February 1992 following the strategic lessons of the First Gulf War.
This conflict marked the first time since the 1948 War of Independence that Israeli civilian population centers particularly in the Gush Dan and central regions faced direct large-scale missile threats.
Prior to the HFC's creation civil defense responsibilities were fragmented between the Civilian Defense Chief Officer Corps (HAGA) and Regional Defense sectors with each of the three major regional commands managing its own independent home front units.
These organizations were unified after the Gulf War under the unified Home Front Command with the Central District holding the critical responsibility of protecting Israel's most densely populated civilian and economic heartland.
